August 1, 2025 AEE Updates

July was a long, tough, busy month. Thank you to everyone that has stuck in there and shown up for each other.

Layoffs: As AEE has expressed over the past month, not everything has been done per contract. As a result, AEE filed a grievance with ODOT on July 30th. That group grievance can be found here.

Bargaining: Despite layoffs taking resource capacity from ODOT and DAS, your AEE bargaining team continues to advocate for your interests. Bargaining picked up in earnest again this week with two days of bargaining back-to-back. We reached some tentative agreements, and continue to fight for a fair contract that meets the needs of our membership. We are back at the bargaining table with the State on August 13. The 2023-2025 contract has been extended to August 22, 2025.

Engineering Class Reallocation Appeals: AEE will be holding a Q & A Engineering Class Reallocation Appeals meeting for those impacted by the engineering class study on Tuesday August 5th from noon – 1pm. Remember, appeals must be submitted within 30 days of receiving the classification notification from ODOT Class and Compensation. A couple points we want to clarify and highlight:

1. There is not an official ODOT appeal form to fill out; to submit an appeal,

  • send an email to ODOT.ClassificationRequests@odot.oregon.gov please CC the AEE Office

  • In your email state that you are requesting an appeal under Article 8.4 section 1.

  • What you believe your classification placement should be and why (duties) .

  • Attach a copy of both your notification letter and your current signed position description.

2. Position descriptions (PDs): we were recently made aware that some Appointing Authorities signed new PDs without first providing those to employees. AEE was told that employees can get a copy of that PD from their manager or ODOT Class and Compensation. It is important to review and verify that your PD accurately describes your duties. If you have questions or concerns about your PD or need assistance submitting an appeal, reach out to the AEE Office and Lisa Hayes, our region 5 Director assisting with the appeals process.

July 25th AEE Board Meeting – At last week’s Quarter 3 AEE Board meeting, we inducted board members into their new positions as follows:

Karen Scott – President

Shawn Rapp – 1st Vice President

Brian McBeth – Director at Large

Kyle Lewis – Mill Creek Director

There are still openings for the Region 4 Director, Headquarters Director, and OPRD Director. Zachary Horowitz has agreed to stay on a couple of months through the layoffs to help out Headquarters, but we will need a replacement. If you are interested in serving in one of these positions, please reach out to the AEE Board to discuss these important roles. AEE thanks Cesar Lopez for his 10 years of service on the AEE Board and wishes him well on his future endeavors (including chairing the AEE PAC). In closing, we want to again acknowledge the ongoing challenges AEE members are facing, especially those impacted by the layoff process. Please know that your calls, emails, and engagement have been most helpful in ensuring DAS and ODOT HR are held accountable to our contractual agreements. AEE continues to fight for the best interests of our membership.
