Engineering Class Study Win!
After a year and a half of discussions, bargaining, negotiating, research, and studying allocations, AEE and DAS finally reached an agreement for the results of the engineering class study. To say that a LOT of work went into this is an understatement.
The great news: AEE was successful in getting salary increases for several classifications. Salary increases will be step to step, rather than least cost, which results in greater increases. For example, if you are at a Step 5 in Salary Range 17, you go to a step 5 in salary range 20. This itself is a big win, as the State usually implements a least cost strategy and you only gain the equivalent of a single step.
The good news: AEE managed to keep DAS from reducing several other salary ranges.
The bad news: Not everyone will see salary increases. Sorry. AEE fought hard to bring up the salaries where we could.
The Engineering Specialist (ES) series was replaced with new class specifications that include incorporating the civil engineering specialist positions into the new ES class specifications.
The civil engineering specialists series (CES) is being abolished and combined with the engineering specialists. Civil engineering specialists will move to engineering specialists. As of this writing, the new classification specifications have not been posted on the DAS website. There is a process DAS has to go through to get approvals for the classification changes, and then they will post the new classification specifications. Class specifications for AE/PE levels were also updated.
The allocation process (determining which old classification moves to which new classification for each position) is now left to the ODOT Class and Comp personnel and has already started. They will compare your current position description against the new classification specifications to determine placement in the new series. AEE will be reviewing the allocations list once received. If you believe your new classification is incorrect there is an appeal process (see CBA Article 8.4) and AEE will assist in appeals.
